Confined and Enclosed Spaces

As per Section 2 of the Health & Safety Work etc. Act 1974, there is a legal duty for all employers to provide, so far as is reasonably practicable, a safe place and system of working for all employees. 

Confined/Enclosed spaces are by their very nature, areas of extremely high risk and require a specific (risk) assessment. In all probability, an effective work permit system needs to be in operation as part of the safe system of working. 

If entry into a confined/enclosed space cannot be avoided or replaced by other "safer" means, e.g. redesign the task, the appointment of a trained "competent person" to prepare and document the system of working is essential. 

It is vital that any person(s) set to work in a confined/ enclosed space, are themselves fully supervised and trained in all aspects of the work in hand. This involves the knowledge and understanding of all associated hazards, risks, provision and wearing of PPE, emergency/ rescue procedures, use of any specialist equipment, and the individual's capabilities and limitations. 

Where this type of work is the rule rather than the exception, appropriate health surveillance and monitoring procedures will need to be established. 

Employers shall maintain adequate records of competencies, training, risk assessments, permits to work and health monitoring.
